A Ministry Of

Personal  Faith Statement &

Personal Mission Statement Of

Police Chaplain:  Ric Worshill

President and Administrative Minister of Police Shomreem Ministries

A faith statement is an illustration the driving force guiding the person in the particular ministry and the reason he or she has for being called to service in that ministry.  The personal mission statement of that person, illustrates the purpose of that persons involvement in the particular ministry.  I pray that this will help you understand who I am and Who I serve.  Within, I utilize all the words, names and illustrations that are most commonly used to describe G-d in all three of His aspects.

Who Is Ric Worshill:

Melech Ben Shmu'el - King Son Of Samuel

I am a Minister, called to the service of G-d and a 24+ year veteran police officer.  I have served as a minister of G-d, in chaplaincy, since 1987.  I served 2 years as a police officer for the State of Illinois, prior to my present law enforcement employment.  I am now a full time municipal police officer and have served in this position for over 23 years.  I was 20+ years in a public service business prior to entering a career in law enforcement.   During my law enforcement career I have attended over 1888 hours of police services training.  Among these police service trainings were over 271 hours of social services related training.  I have also attended over 730 hours of religious chaplaincy related trainings and seminars.

I became a police officer because I saw in the police profession that many of the officers, that I knew personally, had no relationship with G-d. There was no way for them to find the needed emotional and spiritual healing during times of trouble.  I believe that a relationship with G-d should be the foundation for this honorable profession.  Many of these officers had no faith to support them in times of trouble.  Police officers who have a relationship with G-d need the support of someone who can be there in a ministry of presence.  Someone to talk to who understands what they are going through or someone able to listen as they talk through the negative experience.

Several years ago I became a servant to G-d by saying "here am I, send me" (Isaiah 6:8).  After becoming a police officer, I worked and trained for several years under experienced police chaplains who were dedicated to the well-being of the officers and communities that we served.  The ministry that G-d has placed before me is to minister to my fellow police officers, co-workers and the citizens in the communities that I serve.   G-d calls and we choose to follow or not to follow.  I and my house will serve the L-rd (Joshua 24:15).

I am blessed to have a wife and family who pray and support my call to this ministry.  My wife is my partner in life and ministry.  We work the good work of G-d together.  My wife also serves as an officer on the Police Shomreem Ministries Board of Managers.  She too is an endorsed law enforcement  and disaster relief chaplain.

As an Ordained and Licensed Minister in Chaplaincy, my desire is to help my fellow police officers and citizens in the communities that I serve.  I volunteer my services as a minister to several law enforcement agencies, disaster relief agencies and several hospitals in my local area.  I do this volunteer service in hours that I am not on duty with the police department where I am employed.  I have been actively working in this ministry since 1987.   Between 1987 and 1998 I volunteered time to serve in another police chaplaincy ministry.  In 1998 I was sent out to start Police Shomreem Ministries. Since 1998 I have been able to be more involved in this personal ministry.  After starting this ministry, I have been working to learn and grow more useful in service to the Glory of G-d and His Kingdom.

Police Shomreem Ministries is in the process of seeking financial assistance to help with the day to day operations and support the ministers who serve  Our prayers are that we will be able to serve this ministry full time someday.  The need for these services are tremendous.  Time is the obstacle. Working as a full time police officer limits my ability to respond to chaplaincy call-outs.

The following information in this document will illustrate my conviction to a ministry of service to G-d.  I have been blessed to be called to His service as a full time police officer and a minister who teaches others to seek the Face of G-d.

Religious Conviction:

Worshiping G-d is a daily relationship with me.  I celebrate many of the Biblical festivals and holy days which may include: (Found in Leviticus 23 & Esther 9:20-32)

·         Rosh Hashanah - Feast of Trumpets or Jewish New Year

·         Yom Kippur- Day of Atonement

·         Sukkot- Feast of Tabernacles

·         Simkat Torah – Joy in the giving of His Word

·         Chanukah- Feast of Dedication

·         Purim- Lots/Story of Esther

·         Pesach- Passover

·         Yom Habikurim - R'shiyt - First Fruits

·         Shavuot- Feast of Weeks/Pentecost

I also worship G-d on the Shabbat and the L-rd's Day.

I have been blessed to officiate Traditional Messianic Jewish Shabbat , Bar/Bat Mitzvah and Mikvah (Baptism) services.  I have been blessed to help officiate at Messianic Jewish  and Christian weddings and funerals.  I have taught, preached and spoken at several Churches, from several denominational backgrounds.

I embrace the Judaic/Biblical roots of my faith, while at the same time I believe in Yeshua as the Messiah.  I believe that G-d loves each and every one of us as His creations.

G-d created man in His own image, in the image of G-d He created him; male and female He created them.  [Genesis 1:27 NASU]

For G-d so loved the world, that He gave His only begotten Son, that whoever believes in Him shall not perish, but have eternal life.  [John 3:16  NASU]

I continue to study the Word of G-d, continually being filled with it's Truth.  I work to receive the good deposit of Life and Light, so I can be equipped to dispense the Divine Life of a loving G-d to those I come in contact.

There is a Jewish prayer that speaks of the value of the Word of G-d.  The title is Ayts khayeem (Tree of Life) and this is the liturgy that speaks of my love for His Word.

Ayts khayeem hee' lamakhazeekeem

bah v‘tomkheha m'ooshar. d'rakheha

darkhay no-am v'khol n'teevoteha shalom.

Hasheevaynoo Adonai elekha v'nashoovah khadesh

(khadesh) (khadesh yamaynoo)

Khadesh yamaynoo k’kedem.

A tree of life it (is) to those who take hold

of it and happy are those who support it. Its ways (are)

ways of pleasantness and all its paths are peace.

Turn us L-rd to you and let us return.

Renew our days as of old.

In the book of Ezekiel (1:16-21) there are wheels with the move of G-d in them.  I choose to grab hold and go where they lead me.  To comply with this, I must live as we are taught in Deuteronomy 6:4-9.

Hear, O Israel: The L-rd our G-d, the L-rd is one!   You shall love the L-rd your G-d with all your heart, with all your soul, and with all your strength."  And these words which I command you today shall be in your heart. You shall teach them diligently to your children, and shall talk of them when you sit in your house, when you walk by the way, when you lie down, and when you rise up. You shall bind them as a sign on your hand, and they shall be as frontlets between your eyes. You shall write them on the doorposts of your house and on your gates. [Deuteronomy 6:4-9  NKJV]

I am a sinner saved by grace.  If it is not about my gaining a better relationship with the L-rd G-d and Savior, I need to forget about it.  If it is not about bringing others to a relationship with the true L-rd our G-d and Savior, I should forget about it.  If it is not about the Mashiach Yeshua, I must forget about it.

But what things were gain to me, these I have counted loss for Christ. Yet indeed I also count all things loss for the excellence of the knowledge of Christ Jesus my L-rd, for whom I have suffered the loss of all things, and count them as rubbish, that I may gain Christ  and be found in Him, not having my own righteousness, which is from the law, but that which is through faith in Christ, the righteousness which is from G-d by faith; that I may know Him and the power of His resurrection, and the fellowship of His sufferings, being conformed to His death, if, by any means, I may attain to the resurrection from the dead.  (Philippians 3:7-11  NKJV)

Beliefs:

I believe the following statement.  In the Torah, the five books of Moses, G-d promised to deliver a Redeemer to Israel who would fulfill His covenant with Abraham, Isaac, and Jacob  and bless all nations.  The prophetic scriptures throughout the Tanach (The Hebrew Bible commonly called the Old Testament) all point to Yeshua HaMashiach (Jesus The Messiah) as that redeemer and savior.

I believe:   "All Scripture is given by inspiration of G-d (G-d Breathed), and is profitable for doctrine, for reproof, for correction, for instruction in righteousness, that the man of G-d may be complete, thoroughly equipped for every good work."   (2 Tim 3:16-17 NKJV)

I believe that the Bible is inerrant and the Word of G-d.   The Bible is a reliable historical document, written down by eye witnesses, during the lifetime of other eye witnesses, they report to us supernatural events, that took place in fulfillment of specific prophesies, and claim that their writings are divine rather than human in origin.  (Exodus 24:9-11; Genesis 18:1;  2 Peter 1:16-18;  1 Corinthians 15:3-8;  21 John 1:1-4;  2 Timothy 3:14-17; etc.)

I believe that the Torah, the prophets and the Holy Writings were given by G-d through ancient Jewish holy men who wrote as G-d directed them.  I believe that this collection of inspired writings, the Tanach (Old Testament), is true and inerrant.

I believe that the New Covenant (Brit Hadashah - New Testement) is the fulfillment of the prophecies of the Tanach, especially of Jeremiah 31:31 in which G-d promised to give to Israel a New Covenant.  I believe that the Tanach and the Brit Hadashah comprise the Divinely given, inerrant Word of G-d, which is G-d's complete and final revelation. (Also see Matthew 5:18; Luke 16:17)

I believe that the Tanach and the Brit Hadashah are inherent as two parts of the same inspired Word of G-d.

I believe G-d sent His redeemer in the person of Yeshua HaMashiach (Jesus the Messiah).  Holy scriptures bear this truth in the proof text of:

·         He was to be a descendant of David (Jeremiah 23:5-6).

·         He was to be born in Bethlehem. (Micah 5:2)

·         He was to have a supernatural nature (Jeremiah 23:6, Micah 5:2, Isaiah 9:6).

·         He was to restore man's relationship with G-d the Father (Isaiah 49:6, 53:12, Daniel 9:24).

·         He was to die in a certain prescribed and prophesied manner (Isaiah 53:8, Daniel 9:26, Psalm 22:14-17).

·         He was to rise from the dead (Psalm 16:10).

·         He was to come before the destruction of the second temple in 70CE (Daniel 9:26).

I believe History tells us the Mashiach Yeshua (Messiah Jesus) fulfilled not only these but many more specific prophecies!  In my personal studies I have found 327 prophecies leading to Yeshua as Mashiach in the Tanach.

I believe that Yeshua, Who was born in Bethlehem and grew up in Nazareth, is the Divine Son of G-d, the Son of David, of the Tribe of Judah, the true Messiah prophesied in the Tanach, by the Prophets and the Holy Writings (Genesis 49:10; Deuteronomy 18:15-18; Isaiah 53; Jeremiah 23:5- 6; Micah 5:2 [1]; Psalm 2; Psalm 22; Proverbs 30:4).

I believe that all people of the world are invited to be a part of G-d's New Covenant by trusting in Israel's Messiah, Yeshua (Isaiah 42:6-7; 49:6; 60:3).

I believe that forgiveness of sin comes only through a blood atonement as stated in the Torah (Leviticus 17:11) and that the only atonement G-d accepts today is the atonement made by Messiah Yeshua (Psalm 2: 12; Isaiah 53: 10-11; John 14:6; Acts 4:12).

I believe that Ha'Shem (G-d) is against human sacrifice of any kind.

I believe that G-d came to earth in the form of a man to offer Himself as the only true, worthy, sacrifice for our sin. G-d is our Redeemer.  (Isaiah 1:11; Jeremiah 6:20; Hosea 6:6; Amos 5:22; Malachi 1:14; Isaiah 59:20; Isaiah 44:6; Psalms 78:35: Job 19:25)

I believe that Messiah Yeshua was resurrected from the grave to be the eternal Priest of the New Covenant (Psalm 16:10).

I believe that Messiah Yeshua is coming back to earth, to rule the earth, in a Kingdom of Righteousness. I believe that He came the first time as the Suffering Servant of Isaiah 53 to make atonement for sin, and that He is returning to set up G-d's Kingdom on earth (Isaiah 2; Isaiah 11; Daniel 7; Matthew 19: 27-28).

I believe that all doctrine comes from the Word of G-d and no other place ( Deuteronomy 12:32; Matthew 5:18; 1 Timothy 1:3; 2 Timothy 2:15; Galatians 1:8; 2 Timothy 3:16-17).

I believe that faith in Messiah Yeshua is the only way to salvation.  There is a choice needed to be made (Deuteronomy 30:19-20).  We must submit to the knowledge that we need salvation from sin.  We must ask the Savior into our heart, surrendering all to Him in repentance for all our sin and in faith follow His will. ("By faith" is mentioned 40 times in the Brit Hadashah) ( The words "repentance and repent are mentioned 61 times.)

I believe that there is one Body, one Spirit and we need to be of one mind in Yeshua (Romans 12:4-5; 1 Corinthians 10:17, 12:12,13,20; Ephesians 2:16, 4:4; Colossians 3:15).

"For there is no distinction between Jew and Greek;

for the same L-rd is L-rd of all, abounding in riches for all who call on Him;  for WHOEVER WILL CALL ON THE NAME OF THE L-RD WILL BE SAVED."

(Romans 10:12-13)

Ethics Statement:

Since I believe that Yeshua is the Messiah Who takes away the sins of the world, and that I am Scripturally obligated to present this "good news" to everyone.  I resolve that:

  1. I will minister ecumenically to help people of all faiths, races, religions and nationalities as I work to help them in times of trouble and crisis.
  2. As in the oath I took as a law officer, I will obey all local, state and federal laws.  I will obey the Constitution of the United States of America.  (Romans 13:1; Colossians3:22;  Hebrews 13:17; Ephesians 5:6-13).   We must be first answerable to G-d as He is the Supreme Authority (Acts 5:29).
  3. I will obey the rules and regulations of the agency that I am serving in chaplaincy.
  4. I am committed to obedience of the constitution and by-laws of Police Shomreem Ministries.
  5. I will try to present the message of a relationship with our Creator with respect.
  6. I strongly condemn anti-Semitism and all derogatory statements or actions against any ethnic, racial, or religious groups.
  7. I will never use trickery or deception in presenting my personal religious beliefs. Also, it is not my intent to forcibly present any religious message during our attendance at a chaplaincy call-out, religious gatherings, at public or private events which are organized by any religious organizations.
  8. Since it is commonly accepted in the Jewish community at large that "it is not what you believe that makes you a Jew, but who you are." Those of us who are Jewish and believe differently will continue to identify ourselves as Jews.  This belief will not be used to deceive anyone.
  9. I will follow the biblical and cultural ways of my ancestors, but I will not claim to represent Traditional Rabbinic Judaism.
  10. I will work diligently to help all who are in crisis.  I will not use my ministry service to control or manipulate anyone.  The purpose of a chaplain is to bring a ministry of presence helping build emotional and spiritual peace in a time of tribulation.

I Will:

"I will lift up my eyes to the mountains; From where shall my help come?  My help comes from the L-RD, Who made heaven and earth.  He will not allow your foot to slip;  He who keeps you will not slumber.  Behold, He who keeps Israel Will neither slumber nor sleep.  The L-RD is your keeper;  The L-RD is your shade on your right hand.  The sun will not smite you by day, Nor the moon by night.  The L-RD will protect you from all evil; He will keep your soul.  The L-RD will guard your going out and your coming in   From this time forth and forever."    (Psalms 121)

Praise the L-rd!  Praise the L-rd, O my soul!  I will praise the L-rd while I live; I will sing praises to my G-d while I have my being. [Psalms 146:1-2 NASU]

I will give thanks to You, O L-rd, among the peoples, And I will sing praises to You among the nations.  For Your lovingkindness is great above the heavens, And Your truth reaches to the skies.

Be exalted, O G-d, above the heavens, And Your glory above all the earth. [Psalms 108:3-5 NASU]

I will give thanks to You, O L-rd my G-d, with all my heart, And will glorify Your name forever.  For Your lovingkindness toward me is great, And You have delivered my soul from the depths of Sheol. [Psalms 86:12-13 NASU]
